Plot summary
Merliah Summers, a surfing champion who is also a mermaid princess, wins a place in the finals of an invitational surf meet held in Australia, narrowly beating the Australian surfer Kylie Morgan. Merliah's mother, Queen Calissa, rules the ocean kingdom of Oceana and is preparing the Changing of Tides Ceremony, a rite held every twenty years that grants one member of the royal line the ability to spin Merillia. Calissa wants her daughter beside her at Aquellia, the ancient city where the ceremony takes place, but it falls on the same day as the meet, and the two argue before going their separate ways. Eris, a mermaid confined in a whirlpool, aims to rule Oceana in Calissa's place.
