Plot summary
Mike McBride and Roy Brown are former Navy SEALs, Hunter Wiley a former DEA agent, and the three now work as private contractors who call themselves the Shadow Warriors. McBride is troubled by flashbacks he cannot explain until he spots Kyle Reynolds, a small-time criminal, on an old FBI most wanted list and recognizes him as Dr. Sarkisian, the war criminal called the Death Merchant, who he believes faked his death after causing the deaths of men he served with. Wiley and Brown bring in their friend Andy Powers, a government employee drawn by the reward if Sarkisian is alive. The team also takes a case to reclaim a girl from her father after a custody dispute, and a terrorist plan against Seattle comes to light.

- According to a 2019 publication, the film was among a number of programs withdrawn from TNT's catalogue after minority groups ran an awareness campaign about its potentially stereotypical depiction of Middle Eastern terrorists.
- The film's Death Mountain, in the fictional Austrian region of Grazbruck, was a composite of Grouse Mountain, used for its cable car line, and Furry Creek. The Middle Eastern terrorist camp was recreated among sand piles on the east side of Richmond, and the climactic battle against Sarkisian was staged in Britannia Beach.
- According to star Hulk Hogan, the tentative 28-day schedule was cut to just 14 days by Doug Schwartz, though The Province reported 17; it required sixty setups a day on several occasions and was marred by downpour, which further aggravated Hogan.
- According to Hulk Hogan and WCW president Eric Bischoff, TNT expressed interest in a third full-length feature, but Hogan turned it down, having not enjoyed the Canadian shoot and not made as much money as he expected. Production instead went ahead on another WCW wrestler vehicle, 2000's Shutterspeed, starring Steve "Sting" Borden.
- The first film, Assault on Devil's Island, was shot close to Hulk Hogan's Tampa Bay home like many of his works, but the sequel was shot in British Columbia, much to the star's displeasure.
