Twelve people leave Earth aboard Lunar Eagle 1, sent by the International Space Order to claim the moon as international territory. Ten men and two women, scientists of different specialties, crew the ship under American commander John Anderson, with a small menagerie that includes two cats. National tensions flare during the flight: Feodor Orloff claims the Soviets invented every scientific advance, and David Ruskin warns him that the Soviet Union should not try to dominate Israel as it has dominated his native Poland.
