Plot summary
The Moscow acceptance committee inspects a newly built bakery, finds shortcomings and refuses to sign the act that would hand it over. Its three members are employees of the regional executive committee: Yuriy Devyatov, a former military lawyer who chairs the commission, Violetta Nuykina and Gennadiy Semyonov. The fate of the people tied to the construction, and of the town itself, depends on the signature. On the train back, Lyonya Shindin, chief dispatcher of the construction office that built the bakery, travels with the commissioners without revealing his connection to the site. His colleague Malisov, head of the production department, and Shindin's wife Alla, who works under Malisov, are along on the trip.
