Plot summary
In New York, two Diplomatic Security Service agents are killed during a briefcase exchange in a United Nations parking garage, and the killer escapes with top-secret files. Months later in Chicago, Deputy U.S. Marshal Samuel Gerard and his team capture two fugitives. A tow truck driver injured in an auto accident is arrested on a weapons charge, and a fingerprint check identifies him as Mark Roberts, wanted over the New York killings. Aboard a prisoner flight with Gerard, Roberts escapes when the plane goes down. Special Agent John Royce joins the hunt.
