Plot summary
The murders of five elementary schoolgirls upset the whole country, and the police shoot a fleeing suspect without proving his guilt. With the case still open and the Blue House pressing for a result, a senior officer hands police captain Choi Cheol-gi the job of pinning the killings on a former child rapist who can be made to confess. In return Choi is promised a promotion and the closing of an internal inquiry into money his brother-in-law took from the businessman Jang Seok-gu. Choi enlists Jang and his men to seize Lee Dong-seok, a school-bus driver, and coach him in a confession. Prosecutor Joo Yang, meanwhile, drops charges against the businessman Kim Yang-su, Jang's rival in a construction bid.
