Plot summary
In 1980s Brooklyn, a crack epidemic grips the city. Michael Dowd works the 75th Precinct in East New York, one of the nation's most dangerous precincts. He feels under-appreciated and short on money, so he takes bribes from drug dealers and robs them at gunpoint. His partner Henry "Chicky" Guevara joins in one robbery, then resigns after corruption arrests in another precinct. In June 1987, Ken Eurell becomes Dowd's new partner. Eurell drinks on the job. They meet Adam Diaz, a Dominican gang leader whose organization is responsible for murders and trafficking cocaine, using supermarkets as fronts. Dowd and Eurell provide Diaz with protection and inside information about raids.

Michael Dowd was convicted of racketeering and conspiracy to distribute narcotics and was sentenced to 14 years in prison in 1994, serving 13 years; before trial he agreed to testify before the commission investigating police corruption but refused to implicate any NYPD officers other than himself.SPOILER
Ken Eurell did not serve any time in prison due to his cooperation with the investigation, while Adam Diaz was deported to the Dominican Republic after serving eight years.
