Plot summary
Frank Drebin is a lieutenant in Police Squad, a Los Angeles police unit. On vacation in Beirut he breaks up a gathering of the country's enemies, who are working out a plan to humiliate the United States. He comes home to Los Angeles, where his partner Nordberg has been shot while trying to shut down a heroin operation. At the hospital Nordberg gives him cryptic clues, among them a picture of the ship where the deal was arranged, and word comes back that heroin was found on Nordberg's jacket. Police Squad is handed security for the coming visit of Queen Elizabeth II, and Captain Ed Hocken allows Drebin twenty-four hours to clear Nordberg before the shooting becomes public.

- Bo Derek was the filmmakers' original choice to play Priscilla Presley's role, but she turned it down, leaving the part open for someone else.
- Actor John Houseman's uncredited cameo as a driving instructor turned out to be his last film role, since he died in October 1988, before the film even reached theaters.
- Wisconsin natives the Zuckers wanted to feature the Milwaukee Brewers in the baseball climax, but Major League Baseball steered them to the Seattle Mariners instead to promote the struggling franchise; the Los Angeles Dodgers also refused to be named in the film because they objected to its bench-clearing brawl scene, so the writers used the Angels instead.
- The Naked Gun grew out of an aborted spoof of the TV series M Squad: unable to land a movie deal, the ZAZ team (David Zucker, Jim Abrahams and Jerry Zucker) settled for a six-episode TV deal from Paramount's Michael Eisner that became Police Squad!, which was then canceled once that contract ended.
