Plot summary

In Song dynasty China, the imperial capital's criminal investigations fall to Department Six, a well-staffed agency whose leader, Bushen, ranks his agents by clearance and holds out the prospect of a place among the Great Four. When counterfeit coin currency circulates widely and unrest grows, a tip-off points to a man selling a die taken from the imperial mint, but agents of the Divine Constabulary, an agency the emperor commissioned, get to him first. Bushen dismisses Cold Blood, one of his agents, and privately instructs him to join the rival agency and work against it. Zhuge Zhengwo, who leads the Divine Constabulary, knows what Cold Blood has come for and admits him regardless. Inside, Cold Blood sees members who live and work like a family, and his loyalties begin to divide.
