Slow Video (2014) on Netflix

Plot summary

Yeo Jang-boo can pick out detail in anything that moves, a sensitivity that makes the world seem to run in slow motion. The ability means he must wear sunglasses, which drew bullying throughout his childhood, and he passed twenty years alone indoors with the television for company. As an adult he goes out into the world and finds work at a CCTV control center run by a neighbor, a job that suits him. Watching people on the monitors lets him feel part of an ordinary life he never had, and the center brings him friends. Then he sees Bong Soo-mi, the girl he loved long ago, on a screen, and although social contact is hard for him, he sets out to win her heart.
