Plot summary
Two years after the Woodsboro massacre, Sidney Prescott studies at Windsor College in Ohio, where her roommate is Hallie McDaniel and her boyfriend is Derek Feldman. Randy Meeks, another survivor of the Woodsboro killings, is on campus as well. During a preview screening of Stab, a movie drawn from Gale Weathers's book about those crimes, two students, Maureen Evans and Phil Stevens, are killed, and reporters arrive at the college, including Debbie Salt, a local journalist. Gale reaches the campus with her cameraman Joel Jones, Dewey Riley turns up to keep watch over Sidney, and the two of them try without success to bring Sidney face to face with Cotton Weary, who wants publicity now that he has been cleared in the killing of Sidney's mother.

- Kevin Williamson's full script for Scream 2 was leaked onto the Internet by one of the film's extras, revealing the killers' identities; the production continued with only a partial script while he rewrote the finale, the killers and characters such as Randy Meeks and Joel.
- Screenwriter Kevin Williamson wrote three dummy endings to protect the killer's identity, sending decoy scripts to actors and potential crew members who asked to read it; one fake ending had Dewey Riley as the killer.

Wes Craven sent the MPAA a deliberately gorier cut of Scream 2, with Phil Stevens stabbed in the ear three times and an extended shot of Randy Meeks' throat being slashed, expecting forced cuts, but the board passed the more violent version with an R rating.- According to Jamie Kennedy, Tobey Maguire was offered the role of Mickey Altieri in Scream 2 but turned it down.
- Tori Spelling was cast as Stab Sidney because of a sarcastic line in Scream in which Neve Campbell's character said Spelling would play her in a movie about her life; Craven called her a good sport about the joke.
- Scream 2 was expected to be such a box office success that the James Bond film Tomorrow Never Dies and James Cameron's Titanic were moved from December 12 to 19, 1997, so as not to face it as competition.
- Hans Zimmer's score for Broken Arrow was used as a placeholder during a test screening of Scream 2, and the audience reaction persuaded the studio to keep it for Dewey, cutting Marco Beltrami's "Dewey's Theme" back to minor use.
- The leak of Kevin Williamson's Scream 2 script was the first occasion on which a film was significantly affected by an Internet leak.
