Plot summary
Bomb attacks in London precede the seizure of Britain's ambassador to Scandinavia, who is held hostage in his residence. A second group of terrorists hijacks a passenger airliner at the airport of the Scandinavian capital and announces that the passengers will be held until its demands are met. Colonel Nils Tahlvik, Scandinavia's head of security, wants an uncompromising response to both groups, but the governments of Scandinavia and Britain overrule him and insist the demands be met. Resistance to his approach comes from sources he cannot identify. Ray Petrie heads the group that holds the airliner, and Martin Shepherd the group holding the ambassador.

- For the hijack the production used a Boeing 737-200 in the livery of Mey-Air, and shooting began in January 1974. The charter airline then defaulted on its payments to Boeing, whose representatives came to Fornebu on 26 February to repossess the jet, so the aircraft footage was left unfinished.
- Screenwriter Paul Wheeler was paid £7,000 to write the script and its novelisation. The script was first set in Jordan but was relocated to Norway after British Lion struck a deal with Norsk Films.
