Mortadelo and Filemon: Mission - Save the Planet (2008) on Netflix

Plot summary

Pollution has spoiled most of the planet's water, and the little that is left is running out. Botijola, a villain, intends to replace what remains with a drink that carries his name and contains no water at all. He also plans to wreck an urgent meeting of the world's top agents and to abduct Professor Bacterio, the scatterbrained inventor of a machine that turns water into energy and moves it elsewhere, so that the professor will work for him. Botijola enlists Todoquisque, a quick-change artist, to pose as Filemón. Bacterio, however, has hidden the components of his machine at various moments in history, using a time machine he made himself. Meanwhile Mortadelo and Filemón, estranged and botching small jobs, are brought back together for the case.
