Plot summary
Silvio Berlusconi is out of government and alone with his wife Veronica Lario, who has turned icy toward him; neither diamonds nor jokes nor a song by the trusted Mariano Apicella warm her. Nearby, a young businessman from Taranto, Sergio Morra, traffics in escorts and uses them to bribe local politicians. With Tamara, an irresponsible young mother who assists him, he moves to Rome to get close to power and reach Berlusconi. There he meets Kira, called the Queen Bee for her direct relation to Berlusconi, while Tamara flirts with the former minister Santino Recchia to help Morra make contact. Recchia wants to replace Berlusconi at the head of the center-right coalition. Morra rents a villa in Sardinia bordering Berlusconi's summer residence and fills it with escorts, hoping to be noticed by him.

Can contain spoilers, watch the movie first.
- Sorrentino's usual Italian co-financier, Medusa Film — a company controlled by Silvio Berlusconi, the subject of the film — was not willing to take part in Loro, an obstacle the production had to get around.
- Kasia Smutniak said her most difficult scene in Loro was dancing completely nude on a table in front of a hundred people at an open-air villa; when it ended she was too embarrassed to look the extras in the eyes.
