Plot summary
During the Troubles in Northern Ireland, the American lawyer Ingrid Jessner and her partner, the activist Paul Sullivan, collect testimony about abuses blamed on the British government. At an Orange march on The Twelfth, a man hands Sullivan an audio tape and offers to talk; Sullivan arranges to meet the person who recorded it. Gunmen shoot him dead in the street and take the tape from his body. Peter Kerrigan, a British police investigator, is given the killing to solve, though the inquiry is not one his own government wants pressed. Jessner brings him what she knows of Sullivan's work, and the two try to work out what the recording was, and why somebody killed for it.
