Plot summary
Yata is a fisherman whose boat sinks, and the authorities will not help his younger brother Ryota search for him. Along with Nita and Ichino, two youths he meets at a dance contest, Ryota boards a yacht at the marina that Yoshimura, a bank robber, is using as a hideout, and the group puts out to sea. A storm and a claw rising from the water leave them stranded on Letchi Island, home base of the Red Bamboo, an international terrorist group that manufactures heavy water and holds enslaved natives from Infant Island. The natives wait for Mothra. Daiyo, a slave girl, slips away during the commotion and joins the boys, who find Godzilla asleep in the cave where they take cover.

- Ebirah, Horror of the Deep began as a King Kong co-production with Rankin/Bass, but that studio wanted Ishiro Honda and Eiji Tsuburaya while Toho insisted on Jun Fukuda and Sadamasa Arikawa, so Rankin/Bass dropped out and Toho substituted Godzilla for Kong.
- The role of Daiyo was first given to Noriko Takahashi, who had appeared in Frankenstein vs. Baragon, but she came down with appendicitis during production and Kumi Mizuno took over at the last second.
- The underwater scenes were shot on an indoor soundstage rather than in open water: the Godzilla and Ebirah suits were filmed through the glass of a water-filled aquarium, and some shots of the Godzilla suit were done separately underwater.
- Godzilla's helicopter spin of Ebirah, a move that shows up only in publicity photos and never in the finished film, was apparently planned, because storyboards of the scene exist.
- The low budget dictated both the monsters and the setting: the Mothra was the same prop seen in Ghidorah, the Three-Headed Monster, the giant condor was a repurposed Rodan prop, and an island was chosen because islands are far cheaper to build as miniatures than cities.
- It was the first Godzilla film set mainly on a Pacific island instead of somewhere in Japan; the only other one was Son of Godzilla in 1967.
