Plot summary
A private company runs Central Industrial Prison, a maximum security institution in the Australian desert. When violence breaks out among the men held there and the staff who guard them, the whole prison is locked down. The governors appoint a committee to investigate what caused the outbreak, and the account the committee gives contrasts with the facts of the riot. The script drew on Jack Henry Abbott's book In the Belly of the Beast and on research with David Hale, a former guard at Marion, Illinois. Filming took place at a disused aircraft factory in Melbourne, and the title comes from Roman law, where a person convicted of a crime and stripped of legal rights was civiliter mortuus.
