Plot summary

After the Second World War the Allies signed the London Agreement in August 1945, pledging to prosecute those responsible for the murder of eleven million people. Nearly a million perpetrators lived across twenty-two countries, many of them in Germany, Austria, Italy, Britain, the United States, Canada, Australia and South America, and the evidence against them was abundant. Yet from the late 1940s onward, the same governments brought almost none of them to court, and most were never even questioned. The documentary travels through the United Kingdom, Ireland, the United States, Lithuania, Latvia, the Czech Republic, Auschwitz-Birkenau in Poland, Austria, France and Germany, gathering testimony from a prosecutor of the Nuremberg trials, Holocaust survivors and a Nazi hunter to examine why the promise of justice was set aside.
