Plot summary
Detroit detective Orin Boyd saves the Vice President from a militant group, and because he ignores orders, Captain Frank Daniels has him transferred to the 15th precinct, the city's worst. His new captain, Annette Mulcahy, is a former internal affairs officer who warns him that insubordination will not be tolerated, and she orders him into an anger management class, where he gets to know Henry Wayne, who hosts a local talk program. Boyd breaks up a deal between drug dealer Latrell Walker, his sidekick T.K. Johnson and Matt Montini, angering Montini's partner Useldinger. Sergeant Lewis Strutt steps in when the two fight. Boyd comes upon the theft of five million dollars in heroin from police evidence storage, and with his new partner George Clark he begins looking into Walker and Walker's visits to a jailed man, Shaun Rollins.

- Stuntman Chris Lamon died of head injuries on 23 August 2000, six days after a stunt went wrong on the Exit Wounds set in Hamilton, Ontario: a van was being towed upside-down for a chase scene and he was supposed to roll safely out, but apparently struck his head. Another stuntman suffered a concussion in the same incident.
- Eva Mendes' voice was dubbed over by another, unidentified actress without her prior knowledge, because the producers felt that Mendes did not sound "intelligent enough".
