Exaella (2011) on Netflix

Plot summary

The planet's resources are exhausted, so millions of people are placed in automated underground complexes that keep them asleep and alive, and only a few of them are woken. The Xonasu Area is one of the mega-complexes inside a Somniupolis, equipped and reliable, and for decades its systems have run as intended. Then the satellite network hands a set of unclassified readings to the central cluster that analyzes them. The readings are sealed off and sent back for review, so the events can be sorted and steps for protection and prevention worked out. Days later, meteors break apart over the sleeping Xonasu, and one of the failures that follow sets the sequence for waking the Supreme Operator.
