Plot summary
It is 1984 in Ankara, after the military coup, and a woman convicted of drug smuggling is sent to an all-women's penitentiary. Her young son, Baris, is sent with her, following the custom in Turkey. Inside, the boy searches for company and guidance and finds both in Inci, a political prisoner in the same prison. A tender affection grows between the woman and the child, who is not her own. The prison runs on discipline, intrigues and the threat of violence, and against that the two of them build a private space of their own. Inci promises Baris that the kite will fly someday.

- Don't Let Them Shoot the Kite is based on a 1986 novella by Feride Çiçekoğlu, who drew on her own life for it: she had spent four years as a political prisoner after the 1980 Turkish coup.
- The film was produced on a very limited budget, as was common in Turkey at the time, and director Tunç Başaran remarked that if he were given $1 million to make a picture, he would use the money to make four films.
