Plot summary
Felicia is the assistant to Dr. Mason, who has built a weather control device that can freeze people to death. The money behind it comes from a gangster known as The Pig, who intends to use the device for blackmail rather than to end droughts, so Mason kills himself rather than hand it over. He has already had the plans hidden in a microchip under Felicia's forehead, and she goes on the run. The Pig's henchmen chase her while he looks for a buyer. Captain Gallagher assigns Detective Ash, a martial arts expert, to keep her safe from the Pig's men.
