Plot summary

Ganga Ram Chaudhary, the Chief Minister of Harit Pradesh, is accused in a scam and held in jail, and he names his wife Bimla Devi to hold his office while he is away. In jail his popularity wins him preferential treatment, until Jyoti Deswal arrives as the new superintendent. She refuses to be bribed, takes away his privileges and puts him on the same footing as every other inmate, and his bail request is denied. When she remarks on his schooling, which ended in the eighth grade, she assigns him to the workshop where inmates make chairs. Learning that prisoners studying for a tenth-grade diploma are excused from other work, Chaudhary decides to sit the exams himself; Jyoti suspects a trick, but the law allows him to study for it.
