Plot summary
Eddie Cusack is a tough Chicago policeman facing two crises stemming from a bloodily botched narcotics sting. The first involves a war that ensues between the gang of Tony Luna and Felix Scalese against Columbian "businessman" Luis Comacho, a war that sweeps up Tony Luna's daughter. The second involves Cusack's new partner, Kopalas; during the botched sting Kopalas witnessed another cop, a burned-out alcoholic named Craigie, shoot and kill an innocent youth then plant a gun on the youth, and Kopalas is torn because he fears breaking the code of silence that exists among his fellow Chicago cops - a code of silence that sweeps up Cusack when, at a civilian review board he testifies against Craigie, and is abandoned by his fellow cops when Luna's daughter is kidnapped by Comacho, Cusack is badly beaten by Comacho's gang, and Cusack must settle the gang war (and rescue the girl) once and for all with a "borrowed" robot police tank.

- The screenplay by Michael Butler and Dennis Shryack was originally intended as a fourth Dirty Harry film. Warner Bros. passed, and the script changed hands several times before Orion Pictures bought it in 1983 for a reported $800,000.
- The lead role was first offered to Kris Kristofferson, who passed because of scheduling conflicts, and Jeff Bridges, Charles Bronson, Harrison Ford, Tommy Lee Jones, Jon Voight and Kurt Russell all passed on the part as well.
- In her first film, straight out of drama school, Molly Hagan argued with Chuck Norris over a scene after her character's family had been wiped out: he thought his character should not comfort her, and director Andrew Davis ended up going out to apologize to Norris.
- Dennis Farina was an actual Chicago police officer during the making of this film, moonlighting as an actor before turning full-time when he was cast as the lead in Michael Mann's 1986 television series Crime Story.
