City Hunter Special: The Secret Service (1996) on Netflix

Plot summary

Ryo Saeba works as the City Hunter, and when James McGuire needs protection he hires him. McGuire has just been elected to lead a newly freed South American country, and his life is dangerous enough that he arranges bodyguards for the Secret Service agents guarding him. The agent he wants watched over is his own daughter, a young woman he has been apart from for years. She has been marked for assassination over a cache of diamonds McGuire found while he was still a freedom fighter, and a dark secret from that past threatens him. Ryo's partner Kaori Makimura takes the job with him, and Ryo pursues his own interest in the woman he is guarding.
