Plot summary
Ryo Saeba is a private detective in Tokyo known as the City Hunter. Kaori Makimura is his partner. Actress Emi Makaze hires Ryo to find her long lost brother. A mysterious soldier known only as the Professor takes his revenge on the government that betrayed him. He demands an impossible ransom, and if the government does not pay it, downtown Tokyo will be destroyed. Kaori is assigned to guard Emi.
