Plot summary
Dr. Roy Jamnadas studies nature against nurture at the orphanage he runs, and he splits two sets of identical twins found on its doorstep, sending one boy of each pair to a family in Ooty and the other to a family in Bangalore. Both couples name their sons Roy and Joy. The Ooty brothers inherit a circus, and their Roy is untouched by electric current, performing as the Electric Man; in Bangalore the other Roy feels a shock whenever his namesake touches electricity. Mala, wife of the Ooty Roy, cannot conceive and wants to adopt, which he opposes, while Roy of Bangalore loves Bindu, whose father Rai Bahadur has seen the Ooty Roy with Mala. Roy and Joy of Bangalore travel to Ooty to buy a tea estate, where the town takes them for the brothers it knows.

- Rohit Shetty originally planned to team up with Shah Rukh Khan for a remake of the 1982 film Angoor, and after 2011's Singham he began writing the script but left it half-finished.
- Production on Cirkus was halted in April 2021 during its final schedule when Mumbai stopped shooting amid the second wave of COVID-19, and the film's vanity vans were handed to police for COVID duty.
- Because Cirkus's plot turns on mistaken identity created by its double roles, the makers deliberately set it in an era without mobile phones or other modern gadgets, finally settling on 1967.
