Plot summary
China O'Brien is a police officer who also trains other officers in martial arts. A run-in with a gang ends with a young boy dead, and she turns in her badge and drives to Beaver Creek, Utah, the town where she grew up. On the road in she meets Matt Conroy, her old high school boyfriend. Her father, John O'Brien, is the sheriff there, and he is losing his grip on Beaver Creek to Edwin Sommers, a crime boss who works through a corrupt deputy, Marty Lickner, and a corrupt judge, Harry Godar. When her father is killed, the town holds an emergency election, and China decides to run for sheriff.

- Early in her career, Tori Amos recorded the song "Distant Storm" for China O'Brien; it can be heard only by watching the original film, and she was credited as the fake band Tess Makes Good rather than under her real name.
