Plot summary
R. J. Hacker's weapons factory in the Niagara region has no orders now that the Cold War is over, and the President of the United States is deeply unpopular for presiding over peace. His security chief, Stu Smiley, and General Dick Panzer talk him into a second Cold War; when the old enemies decline to cooperate, they aim it at Canada, on the condition that nobody is killed. In Niagara County, Sheriff Bud Boomer believes the anti-Canada propaganda wholeheartedly, arms his wife Honey and their friends Kabral Jabar and Roy Boy, and forms a local militia. Hacker has separate plans for getting his business back.

- The film's director, Moore, was inspired by the pro-war sentiment and the 90% approval rating President George H. W. Bush enjoyed at the time of the Gulf War, and wondered whether a president could win public support for a war on any country at all, even Canada.
- Canadian Bacon was the last film released starring John Candy, although it was shot before Wagons East, which reached cinemas first; both films are dedicated to his memory.
- Parkwood Estate in Oshawa played the White House, and the scene in which the American characters look longingly home across the supposed Niagara River was shot looking across Burlington Bay at the Stelco steelworks in Hamilton, Ontario.
