Plot summary
Victor Mahler leads a gang of terrorists that shoots up churches and kills police officers. The gang is after a microchip that carries nuclear weapons information, and Mahler needs to get hold of it. Mark Graver, a CIA special agent, is handed the assignment of going up against the group. During a prison break, an operative for the agency kills one of the terrorists, and the microchip is implanted in the dead man's body. When the gang moves to recover the chip, one of its members is captured, and the CIA sets out to persuade the prisoner to work as an informer.
