Plot summary
Michael Faraday teaches American history at George Washington University and shares a home in Reston, Virginia, with his son Grant. His wife Leah, an FBI agent, died in the line of duty, and he stays friendly with her former partner, Whit Carver, while dating Brooke Wolfe, a former graduate student of his. After a fireworks accident injures a boy named Brady, Michael gets him to a hospital and meets Brady's parents, Oliver and Cheryl Lang, the new neighbors on his street. Grant and Brady become friends and join a scouting troop together. Discrepancies bother him: an alumni letter Oliver explains away, a blueprint Michael spots in the Langs' house, Oliver's hostility toward the government and his curiosity about how Leah died. Brooke calls Michael paranoid as he begins investigating Oliver.

- The film was heavily inspired by the growing concern in the 1990s regarding the right-wing militia movement, Ruby Ridge, the Waco siege and the Oklahoma City bombing.
- Kruger said he was inspired by the thriller scripts of the 1970s "when plots were never completely resolved and heroes and villains were less easily distinguishable", and the script earned him the 1996 Nicholl Fellowship for screenwriting.
- The film was originally to be released by PolyGram Filmed Entertainment, but its United States distribution rights were sold to Sony Pictures Entertainment for $6 million.
