Plot summary
Jim and Hilda Bloggs are an aging couple in rural Sussex. Jim goes into town to read the newspapers, where the Soviet-Afghan War keeps raising the prospect of a nuclear exchange between East and West. A radio report says war may be only days away, so Jim works through the government's Protect and Survive pamphlets: painting the windows white, building a fallout shelter, readying sacks to lie down in. He and Hilda believe they will manage, as they did during the Second World War. When a broadcast warns of an imminent strike and civil defense sirens sound, they hurry into the shelter.

- David Bowie was originally set to contribute several songs to the soundtrack, but pulled out to focus on his album Never Let Me Down and submitted only the title track; Roger Waters was then brought in to complete the project.
- The film mixes hand-drawn animation of Jim and Hilda Bloggs with stop-motion: their home and most objects in it are real objects, animated only when they move, in a style based on the Protect and Survive public information films.
- Raymond Briggs based the elderly couple in When the Wind Blows on his own parents, as his later graphic novel Ethel and Ernest (1998) makes clear.
