Plot summary
Behind the banner of a revolution, a group based in Warsaw runs as a terrorist organization and wants the world to see its strength. Its members prepare a bombing to coincide with a visit by American business delegates to Hong Kong, part of a push for their own political goals. The CIA learns of the plan and sends its agent Gary Redner to Hong Kong to stop it. Because the matter touches on politics, the Hong Kong police give Inspector Lee Ting-bong the job of helping him. The two come from different policing environments and their early attempts to work together go poorly.
