Plot summary
Morgan Hiller starts his senior year as the new student at a Los Angeles high school, uprooted from Connecticut after his father's company goes broke. His family, including his older brother and his strict parents, settles into a San Fernando Valley apartment. Morgan finds one friend, Jimmy Parker, but most of the school keeps its distance. He has already made enemies of the Tuffs, a local gang, by stopping its members from robbing a businessman. That gang is led by Nick Hauser, and Morgan soon wants Nick's girlfriend, Frankie Croyden. Nick considers Frankie his property, and Morgan has a stubborn streak that keeps him from backing away.

- The female lead in Tuff Turf was first offered to Madonna, at the suggestion of New World executive Jonathan Axelrod, but producer Donald Borchers learned Madonna wanted to make Desperately Seeking Susan, so he gave the part to Kim Richards instead.
- Shortly before filming began, New World head of production Robert Rehme wanted to halt Tuff Turf after the financial failure of Streets of Fire, which he had greenlit at Universal; producer Donald Borchers appealed to the studio's owners and filming went ahead.
- Kim Richards agreed to appear nude in a scene in Tuff Turf, but after filming her management asked that the scene be removed from the final movie.
- The part of James Spader's best friend in Tuff Turf was offered to Crispin Glover, but he was busy making another film for New World, so Robert Downey Jr. was cast instead.
- Producer Donald Borchers got the title Tuff Turf after seeing an R&B concert that included a song called "She's So Tough".
