Plot summary
Louie Kritski was born into money, and his father, Big Lou, is the real power behind the New York apartment blocks Louie runs. Charged over the building's code violations, Louie is spared prison on one condition: he must move into a vacant apartment in the run-down block and stay there until it meets livable standards. The sentence works as house arrest, with trips out allowed only for groceries, exercise, medical care and repair business, and he may not improve his own apartment ahead of the others. Big Lou owns the property and shows no wish to pay for the work, so Louie digs in and refuses to repair anything while he waits for his father to pull strings. Among the tenants he meets are Marlon, a small-time hustler, and Tito, a street boy.
