Plot summary
In Manhattan, a shopper at Garsons Department Store is bitten by a rat in a dressing room and comes down with Weil's disease. Susan Costello, the store's manager, brings in Jack Carver, described as the city's top exterminator, to deal with the problem. Jack and Ty, his assistant, discover that mutant rats have formed a colony in the city, and they try to alert the health department. Ray Jarrett, the health department administrator and Jack's former partner, refuses to take the threat seriously; he wants to keep the infestation quiet to protect the business interests involved. Meanwhile, reports of Weil's disease spread across midtown, and the rats turn up in more places than the store alone.
