Plot summary
Charles Dreyfus, former Chief Inspector of the Sûreté, has spent three years in a psychiatric hospital and is judged cured of his obsession with killing Jacques Clouseau, the man who replaced him. Clouseau arrives to speak on his behalf and, within minutes, undoes the treatment. Escaping the hospital, Dreyfus plants a bomb beneath Clouseau's apartment while Clouseau duels his manservant Cato; the bomb destroys the flat and injures Cato while Clouseau walks away unhurt. Convinced he needs a grander scheme, Dreyfus gathers career criminals and abducts the nuclear physicist Hugo Fassbender and his daughter Margo, forcing Fassbender to build a doomsday weapon. Clouseau travels to Britain to help Scotland Yard investigate the kidnapping, and at the Fassbender home he interrogates the domestic staff.

- Maud Adams had already shot scenes as the Soviet assassin Olga Bariosova when she was fired for refusing to appear nude. Blake Edwards wanted Nicola Pagett after seeing her in Upstairs, Downstairs, but hired her co-star Lesley-Anne Down, and the scenes were shot again.
- For the production a full-size copy of the White House Oval Office was put up at Shepperton Studios, and the villain's doomsday machine was designed by engineers from Sony.
- Peter Sellers was in poor mental and physical health during the shoot and his working relationship with Blake Edwards had all but collapsed. Edwards later said that if you went to an asylum and described the first inmate you saw, that was what Sellers had become, calling him certifiable.
- Edwards first planned a three-hour chase epic in the manner of his own The Great Race, but United Artists vetoed it; a 126-minute cut was then trimmed to the 103 minutes released, and the cut footage resurfaced in Trail of the Pink Panther.
- Rene Goscinny, the writer of Asterix, was reported in 1977 to be preparing a plagiarism suit against Blake Edwards, saying the film resembled his own script Le maitre du monde, which he had sent to Peter Sellers in 1975.
