Plot summary
In the United States, drugs are cheaper, purer and easier to obtain than ever, four decades into the war on drugs. Enforcement over those years has brought 45 million arrests and made the country the world's largest jailer, and impoverished communities in the United States and abroad have been destroyed. Speaking about the policy are a civil rights litigator, a federal district judge in Sioux City, Iowa, a warden and a chief of security at Oklahoma prisons, police officers in New Mexico and Rhode Island, a historian of U.S. drug laws, a physician who treats addiction, a man sentenced to twenty years for crack cocaine distribution, a former small-time dealer in Yonkers, New York, and that man's father, also a former dealer.
