Plot summary
Inspector Harry Callahan ends a liquor store holdup by driving his own car through the shop window, and Captain Jerome McKay reprimands him for excessive force. Callahan is transferred to the personnel department to sit on promotion boards, where he learns the mayor's affirmative-action rules will promote several women, among them Kate Moore, a desk officer who has never worked the field. Bobby Maxwell leads the People's Revolutionary Strike Force, which steals M72 LAW rockets, M16 rifles and a taser from a warehouse. Callahan is assigned back to homicide, where Moore becomes his partner. At a United States Army demonstration he pulls her out of the backblast area of a rocket and tells her he doubts her ability in dangerous situations.

Did you know?!Facts and trivia about The Enforcer (1976)
Can contain spoilers, watch the movie first.
- Tyne Daly turned down the role of Inspector Kate Moore three times, objecting to how her character was written and to the idea of two on-duty officers falling in love; she only signed on after being allowed to read revised drafts and shape the character herself, though she was still shocked by the film's violence at the premiere.
- The film's original screenplay, later reworked into The Enforcer, was inspired by the 1974 Patty Hearst kidnapping and pitted Harry Callahan against a militant group modeled on the Symbionese Liberation Army who kidnap and hold the San Francisco mayor for ransom.
- Clint Eastwood had planned to direct the film himself, but taking over The Outlaw Josey Wales from Philip Kaufman left him no time to prepare, so he handed the director's chair to his longtime assistant director James Fargo, who made his full directing debut on this film.
- The Enforcer is the only film in the Dirty Harry series not scored by Lalo Schifrin; composer Jerry Fielding wrote the music instead.
- The film's opening week gross of $8,851,288 from over 650 theaters was a record opening for a Clint Eastwood film at the time of its December 1976 release.
