Plot summary
The Government's Sava Commander has a youth labor brigade out on a work action, and he wants it to be the best one taking part. The dissatisfaction of the young people under him keeps showing up as graffiti on the facilities in the camp, and the messages spread over his whole area of command. He begins to hunt for the people making them, but they are difficult to find and difficult to stop.
