Plot summary
Police funding has been cut, and Governor Neilson has to shut one of the city's two academies. Instead of choosing himself, he lets a competition between them decide which stays open. Commandant Eric Lassard calls back former students to train his new recruits: Carey Mahoney, Moses Hightower, Eugene Tackleberry, Debbie Callahan, Larvell Jones, Laverne Hooks and Douglas Fackler. Among the cadets at his academy are Karen Adams, Bud Kirkland, Sarah, Hedges, Carl Sweetchuck and his roommate Zed McGlunk, a former gang leader, along with the exchange officer Tomoko Nogata. Commandant Mauser runs the rival school and works to ensure Lassard's academy loses. An oversight committee watches both academies as the weeks of training pass.
