Plot summary
Harold Goff is a racketeer who forces Brooklyn boat owners to pay him five dollars a week for protection. Jonah Goodwin and Olaf Johnson are two fishermen he threatens. When Goff learns that Jonah has saved $190 to send his daughter Stella on a trip to Cuba, he demands that money too. Stella falls for Goff, and the two men decide not to report him to the police. They resolve to eliminate him instead.
