Plot summary
Graft is a fact of daily life in 1970s Hong Kong, and the police are at its heart. Chui Lok, the chief Chinese detective, and Crippled Ho, a triad leader and the territory's number one drug lord, have worked together for over ten years and collected an enormous fortune. Hank Chan, a lawyer, has long hated corruption. By chance he meets Nash Pak again, a college classmate who has returned from Britain. Pak is struck by Chan's principles and asks him to join the governor's newly created Independent Commission Against Corruption. Chan and Pak choose a group of elite investigators whose main targets are Ho and Chui.
