Mr. Quincy Magoo is a wealthy canned vegetable factory owner whose eyesight is extremely poor, and he will not wear glasses. He and his nephew Waldo attend a party at a museum, where Waldo notices Stacey Sampanahoditra. That night jewel thieves Luanne LeSeur and Bob Morgan carry the museum's ruby, the Star of Kurdistan, by boat to Austin Cloquet, Bob's boss. Magoo and his dog Angus are fishing nearby when a scuffle between the two thieves sends the ruby into Magoo's boat without his knowledge. The curator and Stacey ask CIA agent Gustav Anders and FBI agent Chuck Stupak to recover the ruby and watch Magoo, whom they believe took it. At the opera Magoo meets Luanne, who presents herself as a magazine journalist using the name Prunella Pagliachi.

Did you know?!Facts and trivia about Mr. Magoo (1997)
Can contain spoilers, watch the movie first.
- Criticism singled out the film's seemingly mocking portrayal of people with disabilities, and Disney put a disclaimer before the closing credits saying Mr. Magoo was not meant as an accurate portrayal of near-sighted or blind people.
- After Sony backed out in favor of an American Godzilla remake, Disney bought the Mr. Magoo rights from Sony, an unprecedented first collaboration between the two, since UPA was formed after the Disney animators' strike and Walt Disney treated the company with contempt for most of its career.
- The museum scenes were not shot in a museum: they were filmed in the lobby of the Central Branch of the Vancouver Public Library, part of a shoot that also took in Brazil, Argentina and Vancouver.
