Plot summary
Vito Genovese, boss of the Luciano crime family, decides to consolidate his power and call a meeting of organized crime leaders from around the country. He picks the estate of Joseph Barbara, a semi-retired mobster known as Joe the Barber, just outside Apalachin, New York. In town, Sergeant Edgar Croswell, a divorced state trooper who lives at the police station, notices unusual activity and begins looking into Barbara's businesses. He warns local law enforcement and the FBI, but the bureau is consumed by the fight against Communism, and its director, J. Edgar Hoover, will not say publicly that a national crime syndicate exists. The warnings go unheeded, and Croswell continues his inquiries as visitors arrive at the estate.
