Two rival car theft rings in Los Angeles are at war over territory, and a high-speed crash on the freeways pulls that conflict out into the open. Both crews are all-girl. Brandy Martinez is a young streetwise cop, and the job of getting inside one of the rings comes to her from lieutenant Baynes, who sends her in undercover. Carlo is an undercover cop as well, investigating the same gangs. Brandy falls for him, and the two of them are pulled into a treacherous game of survival.
