Plot summary
Ram arrives to command a police station in a Bombay district ridden with crime. Each time he moves to make an arrest, the gangster Nagesh steps in and has the prisoner released. The havaldars at the station tell Ram that Nagesh carries political influence and that nobody in the district dares to oppose him; the only exception they name is Vishal, a man who keeps out of sight. Nagesh's sister Usha has given her heart to Raju, a middle-class fellow student at her college. When Nagesh learns of the attachment, he has Raju severely beaten and left for dead and orders Usha never to see him again. Raju survives, and he and his mother take their plea for justice to Vishal.
