Plot summary
The documentary takes up the 2016 United States presidential election, Hillary Clinton's unexpected loss and the first presidency of Donald Trump, and asks how the country arrived at that point. It examines the media figures who backed Trump's campaign, most of whom had also been accused of sexual misconduct, and his own remarks about women. It recounts the Trump Organization's record of more than 4,000 state and federal actions and the eviction of African-American tenants, and his promotion of Birtherism. It compares his rise to power with the rise of Adolf Hitler and the Nazi Party. It also covers the Flint water crisis, where a change of source left toxic levels of lead, and the 2018 shooting at Stoneman Douglas High School in Parkland, Florida, which brought the March for Our Lives protests calling for gun control.

- Michael Moore partnered with Harvey and Bob Weinstein in May 2017, with the pair due to fund $2 million of a $6 million documentary deal. The money never came, and after the Harvey Weinstein sexual abuse allegations emerged that October, Moore laid off the crew and shut development down.
- As part of filming, Moore made a clandestine visit to Mar-a-Lago, the Florida resort owned by Donald Trump, and mingled with the guests there for 15 minutes before security escorted him out.
