Plot summary
Immigrants from many countries try to reach legal footing in Los Angeles, and the agents who enforce the immigration laws decide their cases. ICE agent Max Brogan cares for the son of Mireya Sánchez after her deportation and drives the boy to his grandparents in Mexico. Taslima Jahangir, fifteen and from Bangladesh, presents a school paper calling for understanding of the September 11 hijackers; the principal reports it, the FBI searches her home, and a profiler calls her a possible suicide bomber. Cole Frankel, an immigration examiner, offers Claire Shepard, an Australian actress without legal status, a green card in return for sex. Her boyfriend Gavin Kossef, a British musician, pretends to be religious to work at a Jewish school. Hamid Baraheri's family objects to his sister Zahra's affair with a married man.

An early version of the film showed an Iranian woman murdered by her brother in an honor killing. After complaints that the plotline was unrealistic and offensive, it was reworked into an intended beating that got out of hand, and the dialogue referring to honor and family honor was removed.- Sean Penn filmed scenes as an immigration cop, but they were cut because of the controversy over the honor killing plot. Producer Harvey Weinstein later claimed instead that it was Penn's own agent who had asked for the scenes to be taken out.
- The film originally ran 140 minutes, but its producer, who held final cut privilege, was talked into cutting it to 113 minutes after Harvey Weinstein threatened to send it straight to DVD and skip a theatrical release altogether.
