Plot summary

Panama is the posting MI6 hands Andy Osnard as punishment for an affair with a foreign minister's mistress in Madrid. His new superior warns that Panama is corrupt, which Osnard sees as an opportunity. From a list of British expatriates, he picks Harry Pendel, the tailor to the country's elite, a man who presents himself as a Savile Row tailor but is an ex-convict who once worked scams alongside his late uncle Benny. Pendel's American wife Louisa works for the Panama Canal Authority and knows nothing of his record, and his shop is in debt. Osnard offers to help Pendel financially if he passes on information about Panama City's elite. Pendel agrees, using the money to clear his debts and to help his friend Mickie and his assistant Marta.
